Visitors and non-deck permit holders can check availability of visitor parking at the East, HUB, Nittany, and West decks 24 hours a day, seven days a week, via the Mistall website.

The information provided below shows users how to interpret the symbols used on the website:

  • Green Smiley Face/Good Parking Availability – This means that the deck has plenty of parking available.
  • Yellow Straight-Line Face/Fair Parking Availability – This means that the deck is nearing capacity and there may only be a few spots available.
  • Red Frowny Face/Poor Parking Availability – This means the deck is full and only available to assigned permit holders and those with a valid ADA parking placard.

Note: Capacity summaries do not apply to permit holders assigned to any of the parking decks, as Transportation Services holds spaces when the decks are closed to other parkers to ensure that permit holders are able to park at their assigned location.

Payment Methods

Mobile Payment

Avoid the pay station lines and exit the decks faster by paying with your phone when you return to your vehicle:

  1. Scan entry ticket QR code.
  2. Pay your parking fee (transaction fee may apply for mobile payment).
  3. Scan QR code on ticket or phone at exit. 

Discounted pre-paid parking at the decks is available for select events via ParkWhiz.

Pay Station Payment

Payment can also be made at pay stations located near most pedestrians exits at each deck: 

  1. Take your entry ticket to any pay station.
  2. Scan QR on ticket and pay for parking.
    • Available payment methods include: 
      • Credit Card (Visa, Mastercard, Discover, American Express)
      • Apple Pay 
      • Google Pay
      • Cash (coins not accepted)
  3.  Once payment has been completed, return to your vehicle with your paid entry ticket.
  4. Scan QR code on ticket at exit.

*At the HUB Deck, the two lower lanes are for assigned permit holders only, and head-in parking is not required. 

Eisenhower Deck Parking Changes

Penn State Transportation Services is modernizing parking operations at the Eisenhower Parking Deck to align the facility with other gated parking decks on campus and provide a more consistent parking experience and set of options. The project includes new access equipment, improved traffic flow with additional entry and exit capacity, and updated technology to better manage a mix of permit and visitor parking. Once complete, Eisenhower Deck will support 24/7 hourly visitor parking, utilize license plate recognition and Penn State ID access for permit holders, and operate similarly to other campus decks. Installation will take place throughout the summer, with the updated system expected to be operational in August, prior to the start of the fall semester.

Frequently Asked Questions: Eisenhower Deck Updates

When does the change go live?

The updated access system and hourly visitor parking at Eisenhower Deck are expected to go live in August, prior to the start of the fall semester. Transportation Services will share the confirmed date in advance of implementation.

Will Yellow F daytime access change?

No. Yellow F permit holders will continue to have 24/7 access to Eisenhower Deck.

How do I enter and exit the deck with the new system?

Permit holder access will be managed primarily through license plate recognition (LPR).

  • As you approach the gate, the system will read your license plate and open the gate automatically.
  • If the plate read is unsuccessful, you may tap your Penn State ID at the in‑lane machine to open the gate.
  • Permit holders should never take a ticket to enter the deck.

Step‑by‑step instructions and signage will be in place when the system goes live.

What are the visitor parking rates and how do visitors pay?

Visitor parking rates at Eisenhower Deck will be the same as other gated decks on campus (East, HUB, Nittany, and West):

  • $2 for the first hour
  • $1 per additional hour
  • $16 daily maximum

Payment can be made at pay‑on‑foot stations inside the deck or at in‑lane pay stations before exiting.

Are HONK and daily reservations still available?

With the installation of pay‑on‑foot and in‑lane pay stations, the HONK zone at Eisenhower Deck will be discontinued.

Additionally, because the Tempo daily reservations program does not currently work with gated parking systems, daily reservations will no longer be available at Eisenhower Deck beginning sometime this summer.

Transportation Services will explore alternative locations in central campus to continue offering as much daily reservation parking as possible.

What happens if a gate or machine malfunctions?

If you experience an issue entering or exiting the deck:

  • Press the Help button on any in‑lane machine or pay‑on‑foot machine to connect with assistance.
  • Follow instructions provided by Transportation Services staff.

How will evening and weekend parking work with gates?

Like other campus parking decks, faculty and staff permits will work at Eisenhower Deck using license plate recognition (LPR) or by tapping a Penn State ID to always open entry gates.

For student permit holders, license plate recognition will not be available. Students must tap their Penn State ID at the in‑lane machine to enter and exit the deck.

Permit holders from other facilities will be responsible for payment for any hours parked between 7:30 a.m. and 4 p.m., Monday through Friday.

  • If payment is due, it must be completed before exiting or at the exit lane.
  • If no payment is owed, the exit gate will open with a successful LPR read (faculty/staff) or by tapping the permit holder’s Penn State ID at an in‑lane machine.
